Regarding the new text disclaimer added to the user interface maps pages: Please consider moving the paragraph of text from between the map and the tools to down at the bottom of the page (below the date range key).

I really enjoy browsing data and adding my observations to the project. However it is already a clunky effort for submissions (which maybe is good for discouraging spam), and now requiring users to scroll up and down to access the tools for maps navigation past that paragraph of text while browsing map observations seems unnecessary and is another hassle which diminishes the user experience with annoyance, wasted swiping, and time.
