Challenge Question #1:
The Red Emperor Tulips will bloom first in Tremont, Illinois. In fact, I found two different Tremont, Illinois' but in very close proximity. One at 38N57 and 90W11 and the other at 40N32 and 89W30. I found Dainville, France at 50N17 and 2E43. I think they will bloom first in either Tremont because Tremont is farther south than Dainville. They were both very difficult to find even though I used the internet. I loved the challenge!
P.S. This assumes that the elevation and days of sunlight are similar in both places.
