    Our group thinks "b" is the answer. The birds will leave late
    since their enery reserves are not sufficient for the trip. Since there
    is a food shortage, there is insufficient enery levels for their bodies.
    Therefore, they would tire very easily if they started out on time. The
    cranes have to wait longer so they can gain enough energy to migrate.
