think each of the three weather factors might make counts higher." prolonged coldfronts are a good sign for manatee's as well as a signifacant drop in water and a windless and sunny days following the cold front..... and with all these good signs it can only be a good choice to make a survey on one of the best times of manatee... such as the high population of them...*
