The average temperature for where the tulip gardens have been growing are right between 50-60 Degrees. Many of the tulip gardens have been planted and have emerged in colder weather, which ranges around between 30-50 Degrees. This shows that tulips are able to emerge in cold weather, but they are not able to bloom until the weather is a little on the warm side.
