    One problem,that eagles run into with solar power transmitters during the cold winters of New York, maybe that there is not much sunlight so they can't get the location of the eagle. Another reason, is if there isn't enough sunlight the transmitter won't recharge the batttery. The last reason is the transmitter is on the chest area so when flying, the transmitter might fall off of the eagle or the transmitter could break.
