Monarchs would need shelter against any kind of water and high winds. They could use trees, the rooves of houses and buildings, and whatever they can hide under for shelter. If moisture gets to the butterflies too much then it could disable them to fly to get from one place to another and to find food. If there is high winds then they won't be able to fly as well either. Dew drops could make the wings of the butterfly stick together and they couldn't move at all then.
