What is the Aberdeen Proving Grounds? Do you think this would be a safe refuge? What hazards could there be for eagles?

#1 The Aberdeen Proving Grounds are 20 miles spread around the Cheasapeke Bay.#2
I do think it's a safe refuge because there is little human interference and it has resources. #3 Even though it has little human interference it might prove too much for the eagles.
My name is Sam R.
