A tattered monarch (sex unknown) flew over my truck in downtown Ocean City, a shore town in southern New Jersey. It was flying east to west. The temperature was in the upper 60s with a moderate NE wind. I have worked with monarchs in the past and I am confident it was a monarch, despite the short time period I had to observe it.
