Saw 3 monarchs this past weekend at a birdbanding event at Dolan Creek Falls NWC area.

Dolan Creek Falls is on the Devil's River just north of Lake Amistad about 50 miles north of Del Rio in Val Verde County. He says that he did not see any milkweed.

They have asperula in that region and it was not up yet just to the east of there when I went to check Friday week.
