The eagle was of mature age. It is near the Watervliet Reservoir on Route 20 near Guilderland, New York. I wasn't able to see any tags. On the way back through, I spotted the eagle again and it was carrying something. I could not see what it was. I noticed that it dropped whatever it was and it fell quite a distance to the ground.
