The problem I thought was OE may not be OE. I have learned how to check for OE. I caught 11 females and only one had some OE. I was also alerted to a good web site for more OE info: http://www.envs.emory.edu/altizerlab/monarchparasites/. I'm going to continue to check for OE, but now think much of what I see may be a bacteria or a virus. The pupa turns a more even brown than with OE, and this begins shortly after the pupa is formed.
