Signs of Fall

My husband and I are looking at a large bird of prey, we believe it is a bald eagle. He is large, possibly around the size of a Canada goose, and white from the top of his head to his shoulders. We are looking at him with marine binoculars. He (she?) is standing on the frozen river, eating another animal -- a rabbit, maybe? Or a smaller bird? We are located at the mouth of Buckham's Bay, where it connects with the Ottawa River. It is snowing presently, and the temperature is around -7 Celcius. If you think this may be a different species, could you please let me know? We are very curious, as we haven't seen a bird like this before.
