I saw a first monarch on Sunday (3/12) near Manchaca, TX (south of Austin). It was actually pointed south, but the winds were blowing it west... I don't think it came from Mexico.

Editor's Note: If not from Mexico, this Texas monarch was probably a product of the Upper Coastal Texas overwintering populations. A significant number of monarchs overwinter along the upper coast of Texas, says Quinn.
