This is the second time we have submitted a report, but we do not see it on the map. We wonder if we are doing this incorrectly, or....what?

We have 3 schools with Red Emperor tulips planted, but the groundskeeper at one of the schools covered the garden with a brick path! We wonder if it would be too late to uncover and try to encourage blooms. ?
