Monarch Larva (FIRST sighted)

I finally spotted my first larva today. I had been watching a few eggs. The larva was very tiny no more than a couple hours old. The monarchs are very late this year in Stephens City Va. I have seen very few and have very few eggs. Yesterday evening a male monarch patroled my yard for about an hour looking for a female. He never found one. I have butterfly bushes, over 100 milkweed plants and zinnia's in bloom. Are there a lack of females this year?
