Tulips EMERGED

From Smithville, OH...actually our tulips have been up for a couple of weeks but due to inclement weather, we have not been able to get outside and collect data. We planted our tulips around the school. Two batches went out by the road and with the amount of air, sunlight, water, etc. we thought they would be up very early as compared to the others, however, they are only about 2 cm tall and not all have emerged. There is wood mulch pieces all around the sign and it has been frozen much of the past few weeks and even when it thaws, it freezes again. I am sure the tulips are struggling to press through. In every other location they are up between 5 - 16 cm depending on location. Some of them even have both leaves! We are having typical Ohio spring weather...while it is very warm and rainy today, Monday and Tuesday were cold in the 20s and 30s. I am sure that this will continue for a while longer. We are due for a lot of rain and wind over the next couple of days.
