Here in central Iowa we've had a very long, cold, and icy winter. It was much longer and colder than it has been in several years. Some of our milkweed is up an inch or two in the last couple days. Some of it has yet to sprout. I haven't seen a Monarch yet but have seen several other kinds of butterflies and moths. This is my first year to take note of the time that the milkweed came up so I can make no comparisons.
