I have been in Parry Sound on Georgian Bay (45 21 N and 80 02 W) for the past two weeks. We vacation here each summer and collect Monarch larvae and eggs as well as tag adults each summer. The numbers of Monarchs of all stages are very low. I usually tag dozens of adults and one summer (2003) I tagged 200. So far this year I have been able to tag 6, 5 of which were reared, only one wild.
One county road (McDougal) which usually yields many late stage instars on common milkweed at this time in August, has produced one, and other sites which I visit annually are equally void of normal Monarch activity.
Joepye weed, asters, purple loosestrife, brown-eyed susans, and clover as well as other nectaring plants are abundant and in good shape.
