I saw 19 Monarchs on September 17th from 4:00 pm to 4:30 pm. Today (9/19) I counted 46 on the same route, Ocean Parkway Jones Beach. Ocean Parkway is on my route home and it usually takes about 30 minutes to drive from Jones Beach to Robert Moses Causeway. I also noticed an unusual amount of insects and dragonflies flying about that day. The very next day the count went down to 2 Monarchs. Maybe it was breeding season for some of the insects in the area.
