I live in NW St Johns County of Florida on the St Johns River. The Monarchs have not been as numerous this year as in seasons past, but I have had a regular dozen or so in the garden all summer. The numbers have increased markedly over the past - up to about 30 in the garden at one time all week, nectaring from the lantana, budleia, ruellia and hummingbird sage. Having seen them on my drives along the Gulf Coast in past years I would reckon they are migrating or are about to migrate west.
