I've either seen or had reports of over-wintering monarchs at the St. Marks National Wildlife Refuge and the communities of St. Marks, Panacea, and Carabelle. I suspect they've been all along the coast of the Big Bend and the Panhandle of Florida--but I cannot verify this.
