Monarchs have been sailing through Mission, Texas for a week (~March 3-10). Not in great numbers, but a few each day.
The 1st monarch I saw was on 13 February, around the Sarita RA, Brooks Co., on US 281 on the way to Mission from Houston. It was not a resident, but a big Canadian thing, flying NNW. (Local breeding populations in Houston were very common Jan-early Feb. These are smaller, darker, and much faster fliers than the migrants, and even display some territorial behavior and patrolling in males.)
