I was near Lake Champlain and spotted Monarchs in the parking lot behind the Shanty Restaurant. I counted at least 15. I then walked towards the lake and saw 11 more in the Perkins Pier parking lot, then 6 more further on in another section / off-shoot of that parking lot. The lots were all unpaved. There was a fairly stiff wind blowing off the lake (west to east); when any flew away, they flew east, with the wind. The butterflies were just sitting on the ground, once in a while fluttering around and landing again. The lots were unpaved. A few monarchs flew towards a grassy area, but always came back to light on the dirt parking lot.
