I observed an adult Monarch butterfly flying on the beach at midday.

I did see an eastern comma also but it was about a block from the ocean. The monarch was on the actual beach. I did not see any milkweed in Virginia Beach but the milkweed in my waystation in Northern Virginia (Springfield) is up. I have not checked it for eggs yet and have not seen any monarchs in Springfield yet. I'll keep watching!
