I'm going to call 'leaf-out' achieved. The test trees at school are not leafing out yet, but they are really young. Almost all trees surrounding campus and in the area have budded leaves, a lot are at the right size. This isn't an issue of microclimates, but rather tree maturity. (A friend of mine with a degree in forestry said this was likely the reason.)
