I saw the mature male bald eagle again today, and I think he was following a female eagle. I am not sure of what a female looks like. They were kind of high up over the James River. I was able to identify the mature male. He seemed to follow her into a cove part of the river where there is a forest area. A few moments later the mature male came out the the forest and flew low over the river as if he were looking for food, and then out of sight! How exciting to think that their maybe a pair of them!
