Observed two mature bald eagles flying in tandem near Hyw 23 and Y in Sheboygan County around 2:30 p.m. They mirrored each other's movements, flew apart and then returned. Seemed like a game of tag and shadow. Was stunning. Lasted about five minutes before they flew off in the opposite direction that I was traveling.
