My brother Allen observed a Snowy Owl in Rockingham County, Virginia near Harrisonburg on 12/26/13. He had been looking for the owl since Thanksgiving. He took several photos,(which I do not have). The bird was blown off course by storms that sweep through the arctic bringing them south out of their normal habitat. The owls eventually migrate to their areas
