Looked to me like a faded adult but wings in decent shape skimming and inspecting the top of freshly mowed grass off to the side of one of the busiest intersections in the Kansas City metro, area (Metcalf and I-435; was walking my dog after visiting a local business). It was moving north at a steady but sure pace; not much interested in the wild flowers growing along a fence. (A couple of days earlier, also saw another Monarch along Shawnee, KS - I-435 and 79th st.)
