Driving east on a road called Elfin Forrest Road, at the 4mi marker, off to the right I saw a big black bird with what I thought was carrying a white paper or tin can. I slowed down and saw the bird alight on top of a dead eucalyptus tree. It was definitely a bald eagle. I had my camera with me, but the road in that area is only 2 lanes and no where to turn around. I had another adult with me who also saw the eagle. I have lived in San Diego county semi-rural areas since 1973 and this is the first bald I have even seen
