On Michigan State University's campus, I saw a 4th instar caterpillar on a young common milkweed plant which had resprouted in an area that was mowed a few weeks ago. It seems a bit behind schedule for the rest of the migration, since I saw many recently eclosed adult monarchs nectaring and preparing to migrate on the same day.
