My garden has been very slow to emerge this year -- tulips, daffodils, and milkweed all slower than I am accustomed to. I suspect it may be related to the drought conditions. A couple days postwatering -- milkweed emerged. I have observed 2 swallowtails and 1 painted lady flying around but no evidence of monarchs yet.
