I saw only one monarch this summer in Cooper. I had planted milkweed and butterfly weed for them. No takers and no caterpillars. I was glad to see this one fly over me heading south. I guess there are some breeding in DownEast Maine and the Canadian Maritimes (New Brunswick border is about 25 miles away.
