We had a few monarchs that were spending the winter here on the Texas mid coast until a killing freeze the middle of January. The freeze went all the way to the Gulf bays at Port O'Connor with a temperature of 25 degrees for 18 hours. Every plant that had been blooming was killed and we've seen no monarch since early January.
