I first saw it nectaring high up in a eucalyptus tree at the Berkeley Aquatic Park about 10 am. Followed it around for the next 20 minutes or so; it briefly hovered in a shaft of light and I could see a small red spot on its throat (and no color on its head). I think it is a female Anna's, but this is a guess as I am from Illinois and not familiar with the Western species.
