Virginia Living Museum AKA Monarch Waystation #299 reports a faded monarch playing "touch and go" in the Conservation Garden near the staff gate and the Wason Education Center. Behavior of landing, tapping feet on green leaves, then flying again makes me guess a breeding female. She may be the same one seen previously on the grounds by staff, laying eggs on milkweeds by the various greenhouses nearby or nectaring in the Children's Learning Garden.
