Hummingbird Sighting

We are now filling NINE 30 oz. feeders at least once per day and have been doing so for several days! We often have to fill 3 to 4 of them TWICE per day! In the 17 years feeding migrating hummingbirds, we have never seen anything like this.

Question: Is it possible Hurricane Harvey stopped these birds in mid-Texas and they have moved back to Northeast Texas?

Observation 1: Many of the birds act like they're exhausted and starved.
Observation 2: With very few exceptions, the birds crowd the feeders with no aggressive or territorial behavior.
Observation 3: The population includes adult males, females and adolescents, and even an occasional Rufus.
