I was on the bluffs overlooking Lake Ontario and there was a stiff southwest wind blowing. First I saw six monarchs around/near the parking lot. I kept an eye on them as I went about my business and then noticed they all seem to be headed in the same general direction. I managed to track then down to a hedgerow of tress at the edge of the bluff where I found a roost of about 60.
