In just one small area of Olbrich Botanical Gardens, I counted at least 20 Monarchs (there were many other species, too, but at least 20 were Monarchs). It was a mild day, with light winds. I believe the peak migration is delayed this year, because of cooler weather in early September, and heat and southerly winds in mid-September. We may be at peak right about now here in Madison.
