My first submission to this site.
Not sure how you define PEAK migration, but the Monarchs I saw were both migrating individuals which I define as individuals flying well above treetop height (in my case a mature live oak) heading purposefully to the west/southwest, as distinctly opposed to those butterflies flitting about among the lantanas and milkweeds in the garden.
