Very very tiny caterpillars. In fact, at first I thought they were aphids and almost brushed them off the common milkweed leaves intended for larvae at home. I saw many eggs; unfortunately a great many of them were on small milkweed plants inside the mowed area. The angry male red-winded blackbird wasn't around.
