I saw a faded and worn female flying low hoping from milkweed plant to milkweed plant, landing but never laying an egg. She was skipping the flowers and was only interested in the milkweed. Maybe she was out of eggs? I don't know if they lay eggs until they die or if they run out of eggs and then have time afterwards.
