In 25 years of raising monarchs, I have never seen this. It is a tiny caterpillar that has formed a J - much too small to survive. It is alive, and behaving just as a fully developed J hanger does. I have a photo of it next to a ruler - it is about 1/8 inch long. Have you all ever seen this? Please let me know if you have any info on this phenomenon.
