I saw at least 12 monarchs at this Way Station-worthy garden along a park trail. Most monarchs were jostling for Mexican Sun Flower blossoms but a few were on the Zinnias. The sun flowers formed a thick hedge about 9' tall by 15' long. Right next to them was a bed of 4' tall Zinnias that ran the same length. If you stood there long enough (and I did) you saw monarchs peel away and head southward. It was amazing.
