The first Milkweed I examined today had a 1st instar larva on the outer edge of an inflorescence. Top image shows the chunk it has eaten. As I was watching it began to crawl to left. Lower close up image shows it there in shadow. It seems a pretty big 1st instar and some striping is visible. Perhaps about ready to pop into a 2nd.
