Single individual in20 mpg winds.
It was definitely a monarch. My daughter and I have been tagging and raising monarchs for years, we both saw it and agreed that it was in fact a monarch. I have seen a few milkweed plants that was 2-3 inches tall leaves still wound tight against stems I have yet to see milkweed with leaves opened. I was surprised to see the monarch as well. I did not get a good enough look at it in the gusty winds to identify its sex. Unfortunately, I was not able to photograph it.
