Having planted a variety of milkweeds each year my steady daily Monarch population has grown.
So far I have had 3-4 Monarchs daily this summer. Yesterday I was in disbelief. But there they were...Yup- 6 adults (2 appeared to be newly hatched).
The answer is clear: Milkweed-Milkweed-Milkweed!!!! Plant Milkweed and they will come.
The strongest draw is Asclepias syriaca, then incarnata, viridis, and tuberosa. Nectar plants include Buddleia bushes, Joe Pye Weed, tons of hyssops, nepeta, and many native varieties producing strong nectar.
