There are approximately 9 monarchs in this picture (zoom in) and there were several more elsewhere in this cluster of milkweed (over 20 adults total in this group of flowers).
In the past two weeks or more, this area of Lurie Garden has been a very popular place for adult monarchs to nectar. There are other flowers elsewhere in the garden (including more milkweed) but at least around the evening hours, this is the patch with what would seem to be the greatest number of monarchs.
According historical weather information (source: https://www.timeanddate.com/weather/usa/chicago/historic?month=9&year=2019), the weather conditions around this hour in Chicago were 81F, partly sunny skies with winds WSW at approximately 17mph. The humidity was 79%.
NOTE: I returned to this site at 5:54pm the following day, and there were no adult monarchs seen on this grouping of milkweed. I only saw about three adult monarchs at Lurie Garden on 09/04/2019 between 5:50 and 6:15pm. There were no roosts.
