I live in downtown Baltimore near the harbor but have lots of trees and flowers in the back yard, and a pond. The seem to be attracted to the water and wet plants as it has been very dry. I have also seen them along the Jones Falls stream.

This is the first time we have seen them in such great numbers in 40:years. heartwarming.
